In a beauty pageant, should the judges be from somewhere else than the town the pageants in?

if the judges are from same town they usually know the contestants ,,is that right?In a beauty pageant, should the judges be from somewhere else than the town the pageants in?
You should have at least one judge from town. What makes it fair is the other judges don't know who the contestants are so that eliminates favoritism. The contestants will have to win on their abilities to stand out. Plus make one of the judges a celebrity. yes usually but it depends on how big the town is.
Not if you live in San Francisco, or another big city. It shouldn't matter, as long as they aren't biased to one thing like only a blond should win.
